2.13.1 solves several issues from 2.13.

On MacOS, the following issues are solved (and probably others related to the signature mode of the code which was too restrictive):

• #1978 macOS output has quarantine flag set
• #1980 OBJ problem loading MTL

Warning! there's still a problem with the PoissonRecon plugin, which causes random aborts.
